Service Obligated Merchant Marine Officers Graduate USMMA

On June 22, the U.S. Merchant Marine Academy (USMMA), one of our nation’s five federal service academies, graduated 214 newly licensed, militarily obligated Merchant Marine Officers, each of whom matriculated at the USMMA upon receiving a congressional nomination.

Every graduate has a commitment to deploy their unlimited Merchant Marine Officer’s license for a minimum of five years, as well as an eight-year Naval Reserve Officer obligation or an obligation to serve on active duty. USMMA graduates make up over 80% of the U.S. Navy’s Strategic Sealift Officer Corps, the backbone of our nation’s military sealift.

During his commencement speech, White House National Security Advisor Jake Sullivan told the graduates, “You have much to be proud of, and the path you have chosen is tremendously honorable. As soon-to-be ensigns and second lieutenants, assistant engineers, and third mates, you will crew ships that are essential to our nation’s security. You’ll spend a large part of your life at sea so that your fellow Americans can live safely at home.”

This year marks the 50th anniversary of women entering USMMA, making it the first federal service academy to admit women. In honor of this celebration, Rear Admiral Dianna Wolfson (USMMA Class of 1996) delivered the distinguished alumna speech.

Within 48 hours of graduation, one or more of these newly licensed Merchant Marine Officers boarded a U.S.-flag merchant vessel to serve as a Third Mate or Third Assistant Engineer for the next four months. They, along with other classmates, will help solve the severe U.S. mariner shortage.

Shockingly, the Academy’s infrastructure has remained essentially unchanged since its founding 80 years ago. This outdated physical plant poses challenges for training and recruitment and does not reflect the dedication of the young men and women who are committing themselves to the nation’s security. Congress is aware of the situation, so there is reason for hope. I am confident that a comprehensive modernization is on the horizon.
